It's traditional to provide buttonholes (flowers that are worn on a lapel) to your parents, step-parents, and grandparents.
Your Best man or Woman will also need one to show they are part of the Bridal group! Groomsmen or Ushers also need to be singled out as important.
Close family members may also expect a buttonhole to be provided, i.e. Sisters, Brothers, and close friends who may be reading for you at the Ceremony.
If you have witnesses, a registrar, or Celebrant it's a polite gesture to provide small buttonholes for them too.

Then it's up to you who else - it could be everyone... or not, it's your choice.
Another tradition that sometimes gets overlooked, are gifts for people who are significant to you or have contributed to your wedding. "Thank you" bouquets are a lovely part of the reception speeches and acknowledge not just physical help with the wedding but being a big part of your lives which are now changing, as you both get married.
